Top Free Agent Landing Spots for Keenan Allen, Amari Cooper, Elijah Moore: Post NFL Draft

Andrew predicts the top free agent landing spots for Keenan Allen, Amari Cooper, and Elijah Moore following the 2025 NFL Draft. His expert fantasy football draft analysis.

The sequel isn't as good as the original, just as the second wave of free agency isn't as good as the first.

Still, veteran wideouts remain on the market for receiver-needy teams. Now that the 2025 NFL Draft has wrapped, franchises refocus on free agents, especially when a rookie did not fill a position of need.

Below, we look at the best landing spots for free agents Keenan Allen, Amari Cooper, and Elijah Moore.

Keenan Allen

Up until Friday night, another season of Keenan Allen in Chicago seemed possible. It's not anymore.

The Bears dedicated their top NFL Draft selections to pass catchers. Tight end Colston Loveland became the 10th overall selection. General manager Ryan Poles double-dipped, adding slot receiver Luther Burden III in the second round. That's a lot of firepower for the middle of the field, where Allen has thrived throughout his career.

The 33-year-old didn't make a gigantic splash in his lone season in the Windy City. 70 catches, 744 yards, seven touchdowns, and 12.4 PPR fantasy points per game made Allen a flex-worthy fantasy asset, about the same spot he was drafted in August. A late-season push (five touchdowns, 20.6 PPR points per game in Weeks 12 through 16) showed Allen has more to give.

A reunion with the Los Angeles Chargers is a fun idea, but the Bolts drafted two receivers (Tre Harris in the second, and Keandre Lambert-Smith in the fifth round), and already pressed the nostalgic button with Mike Williams back in town. The wide receiver room, led by Ladd McConkey and Quentin Johnston, is suddenly full.

The Dallas Cowboys lack a second option, but Allen's best routes (i.e., everything in the short and medium range) overlap with Lamb's skill set. There's another veteran wide receiver who is a better fit in Dallas.

The New Orleans Saints (Chris Olave, Rashid Shaheed, Brandin Cooks) need receiving help, but with Derek Carr's shoulder injury, does Allen want to join a non-contending team? Do the Saints want to improve and risk missing out on the chance to add a franchise quarterback in the 2026 draft?

The New York Jets sought a 1B to Garrett Wilson, and wound up with Davante Adams being the target commander in East Rutherford. With Adams back in California, there's a noticeable talent gap between Wilson and the rest of the Jets' receiving corps. Allen Lazard was a healthy scratch at the end of the 2023 season. Josh Reynolds has been released twice since December. Tyler Johnson, Xavier Gipson, and Malachi Corley aren't starting-caliber players.

Allen would be a complementary piece for Wilson and another reliable receiving threat for Justin Fields. Rookie tight end Mason Taylor will need development time.

The Arizona Cardinals and Las Vegas Raiders have two of the best receiving tight ends in the game, but lesser assets at wide receiver. Michael Wilson and Greg Dortch share the field with Marvin Harrison Jr. Allen would be an immediate upgrade over the pair.

Signing in Las Vegas would allow Jakobi Meyers to play more on the outside, something he was successful at in 2024.

Amari Cooper

A popular question on NFL Twitter: Why haven't the Cowboys signed Amari Cooper yet?

It's a fair question. The veteran has yet to sign anywhere after a middling stint in Buffalo following his midseason trade from the Cleveland Browns. Cooper is familiar with the organization and quarterback Dak Prescott, spending 2018 through 2021 with a star on his helmet.

The Cowboys have a massive need for talent opposite CeeDee Lamb. Mock draft pundits predicted the Cowboys would address the running back or wide receiver position during the first few rounds of the NFL Draft. Instead, Jerry Jones and Co. selected an offensive guard, edge rusher, and cornerback in rounds one through three.

Brandin Cooks returned to the team that drafted him, the New Orleans Saints, this offseason. Jalen Tolbert, Jonathan Mingo, KaVontae Turpin, Jalen Brooks, and Ryan Flournoy are the other receivers atop Dallas' depth chart. The motley crew combined for 107 receptions. Lamb grabbed 101 passes in 15 games.

Cooper topped 1,100 receiving yards in two of his three full seasons in North Texas. He's a bit more seasoned since his prime years, but he set a career-best yardage mark with the Browns in 2023. He's more capable than the inexperienced bunch Dallas is rostering and doesn't need to be the alpha.

How about a return to Buffalo? It's safe to say Cooper didn't live up to the billing when the Bills spent a third-round pick to acquire him. Two weeks after scoring in his Buffalo debut, the soon-to-be 31-year-old missed Weeks 9 and 10 due to a wrist injury.

Upon his return, he was nothing more than a part-time player. Cooper played more than half of Buffalo's offensive snaps in two of nine games (including the postseason) and caught two or fewer passes in five. Ultimately, the "all-in" transaction did not lead to a Super Bowl appearance. But is the wrist issue more to blame than his talent?

Following their postseason elimination, Buffalo general manager Brandon Beane noted doctors recommended surgery on Cooper's wrist, but the five-time Pro Bowler opted to play through it.

Buffalo brass knows better than anyone if Cooper's limited production was due to the injury, the age cliff, difficulty getting up to speed with the playbook, or a combination of those factors. A return is a good fit on paper, as long as it's not an age concern.

The Bills lost Mack Hollins and (right now) Cooper in free agency. Former Los Angeles Charger Joshua Palmer replaced Hollins. He joins Khalil Shakir, Keon Coleman, and Curtis Samuel in the "everybody eats" offensive philosophy.

Elijah Moore

While Elijah Moore secured a career-high 61 receptions as a member of the Cleveland Browns in 2024, the market for the 25-year-old isn't as fruitful as he would have hoped.

Following his visit to Buffalo, the Browns used an unrestricted free agent tender on Moore. He either accepts Cleveland's contract, or the Browns will gain a compensatory draft pick.

A partnership between Buffalo and Moore would be for depth. He largely operates inside (480 slot snaps in 2024). Shakir, Buffalo's leading receiver in 2024, played 70 percent of his snaps from the slot. Before 2024, Samuel's primary role was also in the slot.

That will be the case for most of Moore's potential destinations. Outside of his explosive late-season spurt in his rookie season with the Jets, Moore's production has matched that of a replacement-level player.

One city where Moore could improve the roster is in Denver. 2024 Seventh-round pick Devaughn Vele is atop Denver's depth chart in the slot. The Broncos roster several inexperienced wide receivers, and Moore could bring stability and another target for Bo Nix.
